I am confused by the terminology. The forms ship with a clear plastic backing. Is this considered a foil? I also received 2 envelopes that have a clear piece and a flesh-toned piece. What are these?

you should have received 2 foils and 1 back pad. The Back pad (flesh tone in color) is used if you want to wear the breast form in the bra pocket, not attached to your crest wall. The foils (clear in color) are for storage purposes and protection when traveling and storing your breast form daily.
